CCR’s western-based business was formed in response to the demand for shortline consulting servces in the area of Class 1 marginal line sales leading to the establishment of several shortline rail projects in the western provinces. CCR has expertise as the operator of short line railroads in Manitoba, Saskatchewan, and Alberta. All of CCR’s personnel bring years of experience with Canada’s mainline railroads to their respective roles.

Hal Koberinski
Rail Operations Specialist

Harold Koberinski has thirty years of experience in the management of Class 1 railway operations and administration. He is particularly qualified for matters in the shortline transportation sector, where he has been responsible for the design, development and oversight of train operations and administration.
Art J. Stacey Railway Regulatory and Administrative Specialist
Art Stacey serves as the President of CCR and is primarily responsible for oversight of rail operations, financial, legal, and business development matters. He has served in that capacity since the formation of CCR in 2009. Art Stacey is also a transportation attorney, having obtained his law degree in 1982 from the University of Manitoba.

CCR’s western-based business was formed in response to the need for experience in engineering, operating, railroading, and industrial development in the establishment of new, short-line rail projects in the western provinces.

CCR has over 10 years’ experience as the operator of short line railroads in Manitoba, Saskatchewan, and Alberta. CCR presently operates all rail movement and track maintenance on the Lake Line Railroad in Manitoba and on the Forty Mile Rail in southern Alberta, serving agricultural and commercial shippers on both railroads. All of CCR’s staff bring years of experience with Canada’s mainline railroads to their roles in track maintenance and rail movement. CCR places a priority on safety.
